I am a new user to ODK. I was successful in using XLSForm yesterday (
http://opendatakit.org/use/xlsform/), but it appears to be unavailable
today. Will it be running again in the near future?
I'm considering installing the offline converter. Are the online and
offline converters upgraded at the same time? Will there be compatibility
issues?

It is back in operation. Thanks for letting us know.
The absolutely most current XLSForm is the online version.
The standalone one was recently updated by Nathan to match the online one,
but it may not always be the latest and greatest.
On the other hand, there are no plans to update XLSForm so that means
either one should work equally well.
If you use the standalone app, keep in mind that it does not run ODK
Validate on the resulting XML. You must do that manually to replicate the
full behavior of the website.
