What are the best options for creating web-based HTML forms for XLSForms?
I'm checking Orbeon but I'm not sure if itsupports XLSForms. What are your
thoughts? Other alternatives?

I recommend checking out enketo-express
https://github.com/enketo/enketo-express first (it's a modern node.js app
built around enketo-core). If this app does not meet your needs or you need
to integrate with another platform, it will at least provide an example of
the architecture of a minimal app that uses the client-side enketo-core
