Dynamic repeat count in ODK collect does not work when lowered

1. What is the problem? Be very detailed.
On ODK app, the number of iterations for a repeat group does not change once the repeat count is lowered.

2. What app or server are you using and on what device and operating system? Include version numbers.
Server: ONA
ODK Collect v 1.30.1
Android version 11

3. What you have you tried to fix the problem?
Nothing yet

4. What steps can we take to reproduce the problem?

  1. Upload the sample XLS form attached
  2. Begin by inputting 3 as the number of repetitions for the repeat group as the first question
  3. You should see calculations for the number of repetitions and also the Index for each of the 3 iterations of the repeat group
  4. Go back to the first question and change the 3 to 2 (Number of iterations)
  5. There will still be 3 iterations as it was originally.
  6. However if we change the number of iterations to something higher like 5, the number of iterations changes to 5

5. Anything else we should know or have? If you have a test form or screenshots or logs, attach below.
